EU ETS administering authority lookup
Every shipping company in the EU ETS reports to and surrenders allowances through one country, its administering authority. The European Commission names it for 5,379 companies in the list of Implementing Decision (EU) 2024/411, last replaced by Implementing Decision (EU) 2026/1453 (in force since 30 July 2026). Search it here by company name or IMO company number.
If your company is not on the list
The list covers the companies that the Commission found in the EU MRV data when it made the list. For any other company the directive sets the administering authority this way:
- registered in a Member State: that Member State; Directive 2003/87/EC Art. 3gf(1)(a)
- not registered in a Member State: the Member State with the most port calls on the company's voyages in scope in the preceding 4 monitoring years; Art. 3gf(1)(b)
- not registered in a Member State and no voyages in scope in those 4 years: the Member State where one of its ships started or ended its first voyage in scope. Art. 3gf(1)(c)
A company on the list stays with the country named there, even when its registration or trade changes, until an updated list moves it. Art. 3gf(3)
When the list changes
The Commission updates the list every 2 years to move companies that changed their registration from one Member State to another and to add companies that have since started voyages in scope (attributed by their first voyage, Art. 3gf(1)(c)), and every 4 years to reattribute companies not registered in a Member State by their port calls. The next updates are due before 1 February 2028 for both. Art. 3gf(2)(b), (c)
Implementing Decision (EU) 2026/1453 of 2 July 2026 corrects Implementing Decision (EU) 2024/411: it replaces the list that Implementing Decision (EU) 2025/2452 had put in its Annex, moves some companies to another country and updates some IMO numbers. An older copy of the list may show a different country; search here for the current entry.
About the entries
The list is reproduced as printed: company names in the spelling of the decision, the “IMO unique company and registered owner identification number” where it has one (64 companies have none) and entries that look like tests. The search ignores capitals, accents, punctuation and leading zeros.
