EU ETS Excel models
The EU ETS calculator as Excel files, for budgets you keep, change and share. Same rules, same emission factors; rules as of 9 October 2026.
Free: one ship, one year
Enter one ship and its fuel per voyage type (up to 12 rows) for one emission year, and an EUA price. The file shows the emissions in scope, the allowances to surrender, the cost and the surrender deadline. A preview sheet shows what the fleet summary looks like, with example data.
Version 2027.1, 30 KB, .xlsx without macros. Free to use and share; no sign-up. Tested in Excel for Mac; uses no functions newer than Excel 2016.
Fleet Budget Model 2027
For companies budgeting EU ETS costs across several ships and years. On top of the free file it has:
- up to 200 ships and 2,000 fuel rows;
- every emission year from 2024 to 2030, with your own EUA price per year;
- cost per ship and year, and the ETS cost as a share of each ship's operating expenses;
- a quarterly accrual of the cost for accounting (allowances are still surrendered once a year);
- voyages across 31 December, split between the two years;
- a company licence: everyone in the buying company may use it.
The fleet model is not on sale yet. Subscribe below to hear when it is released.
What both files calculate
- CO₂ from the fuel burnt, and from 2026 also CH₄ and N₂O, with the default emission factors of the EU MRV Regulation for fossil fuels; LNG methane slip by engine type.
- Share of emissions in scope: 100% between EU/EEA ports, 50% to or from a port outside the EU/EEA, 100% at berth in an EU/EEA port.
- Allowances to surrender: 40% for 2024, 70% for 2025, 100% from 2026; ice class IA / IA Super 5% fewer until 2030. Surrender by 30 September of the following year.
- Voyages between an outermost region (such as the Canary Islands, Madeira or the Azores) and a port of the same Member State: no allowances until 2030 (Directive 2003/87/EC Art. 12(3-b)).
- Stops that are not ports of call, such as bunkering or repairs only (Art. 3(z)): the fuel counts with the voyage the stop interrupts.
- Every input row is checked; a row with a problem says what to fix and counts as zero.
Every factor in the Constants sheet names the act it comes from. The files have no macros and need no add-ins; formulas are locked against accidental edits.
