EU ETS calculator for shipping
Work out how many EU allowances (EUAs) a ship must surrender for its voyages to, from and between EU/EEA ports, and what they cost. Enter the fuel burnt at sea and at berth, as reported under EU MRV.
Shipping companies use it to budget for compliance; charterers and commercial operators use it to split allowance costs by voyage, since charter parties often pass them on (for example under BIMCO's ETS clauses).
EU ETS cost by route
Pick a route to estimate the cost from the sea distance and your ship's daily consumption.

How the EU ETS applies to shipping
- Scope: cargo and passenger ships of 5,000 GT and above (offshore ships of 5,000 GT and above from 2027). Norway and Iceland apply the system as EEA members.
- Coverage (Directive 2003/87/EC Art. 3ga): 100% of emissions on voyages between EU/EEA ports of call and while at berth in them; 50% on voyages between an EU/EEA port and a port outside. Stops only for bunkering, supplies, crew changes, repairs or shelter are not ports of call, and neither is a container ship's stop at Tanger Med or East Port Said (Implementing Regulation (EU) 2023/2297).
- Emissions = fuel mass × emission factor for each gas (MRV Regulation (EU) 2015/757 Annex I, as amended by Delegated Regulation (EU) 2023/2776). From 2026 methane and nitrous oxide count too, at GWP 28 and 265 (Delegated Regulation (EU) 2020/1044).
- Phase-in (Art. 3gb): the share of in-scope emissions to surrender rises to 100%. Ships with ice class IA or IA Super may surrender 5% fewer allowances until 2030 (Art. 12(3-e)).
- Cost = allowances × EUA price. Allowances for one year's emissions are surrendered by 30 September of the following year (Art. 12(3)).
Phase-in
| Emission year | 2024 | 2025 | 2026 onward |
|---|---|---|---|
| Allowances to surrender | 40% | 70% | 100% |

LPG and methanol CH₄ / N₂O: the MRV table says "to be measured"; its rule is to use the highest default of the fossil fuel class, which is what this calculator does. LNG methane slip (share of LNG not burnt, counted as CH₄): LNG Otto, dual fuel medium speed 3.1%; LNG Otto, dual fuel slow speed 1.7%; LNG Diesel, dual fuel slow speed 0.2%; Lean-burn spark-ignited (LBSI) 2.6%.
What this calculator leaves out
Biofuels, e-fuels and other fuels with their own emission factors; temporary exemptions for voyages to outermost regions, small islands and public service routes; offshore ships; and direct emission measurement. The default EUA price is 86.56 €/t from 2026-10-08; enter your own.
